Set by emitLoopConditionVariable while it emits the initializer of a loop condition variable that lifetime-extends temporaries with a destructor.

The cleanups of the temporaries that extendingDecl extends are captured by cleanups for the loop's cleanup region and guarded by activeFlag, instead of opening cir.cleanup.scope operations around the cir.condition.
